This is a completed action toy designed for collectors.

Don't look so glum, Ratchet. Use your head and you will come out on top against your rival, the Decepticon Bounty Hunter, Lockdown. Ratchet, the Autobot medic, can transform between robot and vehicle modes and can strike fear into his enemies, or possibly mend his friends, with his double arm tool waving gimmick. Lockdown transforms from the cool, spiky, sports car to his robot mode where his hopped up engine becomes a weapon. Character Cards for both robots are included.
