This is a trading figure. These are small, semi-assembled figures usually made of PVC, individually sealed, and intended to be collected and traded in the same manner as trading cards.
They make great bookmarks, or they're super-cute to have hanging out of your pocket--they're "Tiger & Bunny" yura-yura clips! There are twelve different clips available to trade and collect, shown below. Sold by the randomly packed box of 12.
