This is a posable action figure of a character from science-fiction/anime.

The Ingram Plus (AV-98Plus) Unit 1, from the upcoming three-part series "Mobile Police Patlabor: EZY," is now joining Bandai's "Robot Spirits" lineup! It features an updated design on its head, shoulders, and other parts, and the world "POLICE" has been added to the shield. It's armed with a revolver cannon and stun stick, which can be used as a tonfa; it also has an interchangeable face guard. The parts are divided so you can recreate the scene of pulling the stun stick from its storage place on the shield; the figure is fully articulated so it can get into a kneeling pose, and the waist can twist and swing up and down.
