This is a fully completed and painted figure.
From the Hayao Miyazaki-directed episode 155 of the second "Lupin III" TV series, here's a fantastically detailed PVC of the Lambda Doll robot soldier used by Maki to rob a jewelry store! A very similar robot later appeared in Miyazaki's later film "Laputa: The Castle in the Sky." Beautifully sculpted and finished, this PVC is about 51cm tall (that's about 20 inches!); a base isn't needed because his hands rest on the ground, giving added stability.
