This is a completed action toy designed for collectors.

Here's the part of the "Fourze Module Change Series," Kamen Rider Fourze in his "Magnet States" outfit.  Like other offerings in the series, the figure is designed so that various modules can be attached and removed easily from his arms and legs, ala the action in the show.

The figure itself is about the same size and weight as something from the S.H Figurarts series, but the joints are not as sophisticated for either movement or appearance, so it's slightly more "toy-like" than that series, but it's nonetheless a very posable figure with a nice finish.  This set comes with the Fourze figure in Magnet States, as well as attachable modules 26, 28, 30 and 31, the "wheel module," "hand module" and the N and S modules for magnet states.
