This is a completed toy designed for children and/or collectors.

Here's a stretch of Tomica highway, complete with a toll gate with a replica of the ETC (Electronic Toll Collection) system! The layout size is a whopping 77cm x 43cm, and rises 23cm high. Made for Tomica cars, it has a motorized ramp that lifts cars up, then lets them roll through the course. Lane-changers automatically or manually route cars to the toll gate, where ETC-lane cars can zoom right through. Cars in the general lane have to stop, and are automatically or manually let through one at a time. There are four ETC and two general lanes. Pushing the "Exit" button will let cars off the course and onto the floor. Requires two C-size batteries, not included. Does not include any cars. Some larger Tomica vehicles (dump trucks, other construction vehicles) will not work with this set.
