This is an N Gauge controller.
This TCS unit has the same function as the one-touch mounted sensor, used for automatic railroad crossings. The degree of freedom of installation is not as high as the TCS one-touch mounted sensor, but the sensor part is already mounted on the rail part, so it's more reliable and durable.
