In 1939, the Imperial Japanese Army instructed Tachikawa Aircraft to prototype a multipurpose advanced trainer aircraft as a successor to the Nakajima Ki-6. They requested that it be made entirely of metal and be a twin-engine retractable landing gear type, with room for 6 to 7 people on board. Tachikawa drew upon its experience of producing the Nakajima Ki-47 transport aircraft and the Lockheed Super Electra licensed production aircraft, and the prototype flew for the first time in 1940. Due to the results, the aircraft was slightly refurbished and then officially adopted as a complete twin-engine advanced training aircraft in 1941.
