This is a resin or white metal ship model kit.
The Lexington class cruisers (CC-1 to CC-6) were the U.S. Navy's cruisers equipped with eight 40.6 cm guns that were planned to be built under the 1917-1919 Daniel's Plan.
The Lexington-class ships were to use a turbo-electric propulsion system, and were to be the largest ships of this type in the world at the time, but as a result of the Washington Conference in 1921, all but two of the six planned ships (the Lexington-class aircraft carriers Lexington and Saratoga) were scrapped without completion, and none were completed as cruiser battleships.
This is the only class that the U.S. Navy planned to build under the "cruiser" ship type.
The "Craftsman Kit" is a kit that can be completed by the modeler by using aftermarket 1/700 scale ship detail-up parts or parts from other companies' kits, or by creating the parts himself.
(The second and subsequent images show the kit assembled into a marine diorama. )
