The representative pre-war seaplane carrier Notoro was originally completed in 1920 as a name ship for large refueling ships, but she was converted into a seaplane carrier in June 1934 as a replacement for the aging first-generation seaplane carrier Wakamiya. During the war, she was engaged in transporting aircraft and heavy oil, and the war ended while she was repairing the damage caused by a torpedo strike from a U.S. Navy submarine.
