The E-60 was designed as a medium tank in the E Plan, which standardized tanks by weight by standardizing various components in the development of each tank, which had been extremely complicated until then, to increase productivity. In October 1943, the E plan tank established the mass-production system of the initial design type, but this E-60 became a late starter by diverting the body design of the E-10 to a medium tank, and the actual deployment was after 1945. 

The E-60 has a design that completely eliminates surplus equipment, even surpassing the E-75/50, and this is reflected in its linear and planar appearance with almost no curves. As a result, the number of manufacturing processes was greatly reduced, and mass production was dramatically improved; but due to the end of the war, the number of units produced was limited, and it was not enough to affect the war situation. Initially the body was developed as a 40-ton-class light medium tank that prioritized mobility based on the design of the previously released E-10 light tank, but due to production reasons, the turret was removed from the E-75/50. As the turret ring was expanded, the body size was reviewed, resulting in a 60-ton-class medium tank with 200mm front armor.

The basic rolling wheel arrangement includes a type with seven large wheels and eight medium-size wheels (both of which were double-layered), and the medium-size wheels are quipped with upper wheels to reduce drive loss.
