This is a fully completed and painted figure.

Here's Meg, from Bakuretsu Tenshi as proof of that, with her hair flying and her better attributes barely covered. Completed and painted PVC figure; you'll have to assemble the gun and mount her to the base, but otherwise she's ready to display right out of the box.
