This is a fully completed and painted figure.
Meow! Here's Sasara Kusagawa in a provocative cat-like pose, with cat ears, cat front paws, and cat tail...plus a rather ill-fitting shirt. Not that anyone is complaining, of course! She also comes with a skirt without the tail, and a regular set of arms, without cat paws.
