This is a completed action toy designed for collectors.
In this Shockwave Fusion Tank set Decepticon Shockwave can convert into three different forms; Battle Base, complete with missile launcher, Ground Weapon modewhich sees Shockwave behind an enourmous weapon, and Vehicle Mode which is how this guy gets around. The packaging also becomes an action setting!
