This is an injection plastic Mini 4WD car model.
To commemorate the New Year, Tamiya has released this "Year of the Rat" model, complete with rat driver! In the Chinese zodiac (which also works in Japan!), 2008 (Heisei Year 20) is indeed the Year of the Rat, and every year Tamiya releases a themed model like this. Fun! This is a fully-finished model of the Tamiya kit (linked below), and needs only two AA batteries to get going. And the driver has the head of a rat! Celebrate the New Year rat-style!
