This item is a series of gashapon (capsule toys) or trading figures depicting characters or people. It does not require either cement or paint to complete or use.
Here's an impressive collectible series of kabuto--samurai helmets--from the Sengoku ("Warring States") period of Japanese history. There are five types in the lineup as illustrated below, plus one "secret item," for a total of six possible types to trade and collect. The helmets are removable from the protective masks. Each helmet/mask comes packed in a "gashapon" capsule, and includes an information sheet (text is in Japanese). No scale is given, but they appear to be roughly 1/8 to 1/9 scale. Sold by the randomly packed box of 8.
